The Vanowen Apartments, a 49-unit homeless housing project in North Hollywood, will break ground soon. The US$21 million project is anticipated to be completed in late 2022. It’s the first project to emerge from the city’s Proposition HHH Housing Innovation Challenge, which gave funding to six teams to explore novel construction and finance techniques in order to minimize the high production costs and timeliness of Proposition HHH projects. In November 2016, voters approved Proposition HHH, which will spend US$1.2 billion to create 10,000 supportive housing units for homeless Angelenos, more than increasing Los Angeles’ yearly output of supportive housing.

“Through Proposition HHH, we produced thousands of new supportive housing units, exceeding our objective of 1,000 each year by more than half. We welcome back Angelenos who have been living on the streets for far too long and set them on a road to a brighter future, with each new groundbreaking and ribbon cutting, ” Mayor Eric Garcetti said. The cost is around US$428,570 per unit, which is less than the median cost of $531,373 for Proposition HHH apartments disclosed in a 2019 audit by City Controller Ron Galperin. Proposition HHH provided US$4.9 million in funding for the Vanowen Apartments, which were supplemented by CitiBank, 4 percent Low Income Housing Tax Credits, and Federal Home Bank. Section 8 project-based housing vouchers are being provided by Brilliant Corners.

So far, the city has completed 16 Proposition HHH projects totaling over 1,000 units. In Los Angeles, 42 affordable and supportive housing developments totaling 2,700 apartments have been constructed. “In my region, we have added hundreds of bridge housing beds in the previous 16 months, including three tiny house communities.” “With 49 units of permanent supportive housing, the Vanowen Apartments represent an essential extension of the housing supply in CD2,” stated North Hollywood Councilman Paul Krekorian.
